South Jersey’s Projects To Watch: Ocean County

As you know, this year, your favorite regional business publication has been profiling South Jersey’s “People to Watch” for the past two years.
Now we’ve turned our attention from “people” to “projects.” Specifically, we’re going county-by-county and looking at the development and redevelopment Projects to Watch, including (when we can) the most important projects completed in the last 12 months, the most important projects underway, and the most important projects on the drawing board.
We started with Burlington County, then took a break to look at what’s been going on at the Delaware River Port Authority (DRPA). Then we moved on to Camden and Cumberland and now it’s Ocean County’s turn.
As with all lists, we know that we’ll inevitably overlook some important efforts—just as we missed a few important people. But that’s the nature of lists. And you can help us be as complete as possible be letting us know about any projects in your county that you believe belong on our list. Now, here’s our list from Ocean County…with thanks to the County’s widely-respected Planning Director, Dave McKeon. According to McKeon, the County’s transportation projects alone total almost $27 million and its long-term capital projects are estimated to cost approximately $84 million.
In addition, Ocean County is in the second year of a major expansion to the county jail in Toms River. This $51,840,000 project was begun in late 2008 and includes a 140,000 square foot addition to the existing Justice Complex. The project includes pre-fabricated jail units which will add 400 beds to the existing 280 bed facility.
Not included here are the projects at Joint Base New Jersey, the military megabase that includes parts of both Ocean and Burlington Counties.
Six-year Capital Program 2010-2015: Major County Building Projects
1. Ocean County Library
Brick Branch expansion and renovation of existing facility - $10 million
2. Ocean County College
OCC/Kean University Gateway Bldg, Phase I - $30 Million
College Center addition/renovation - $24 Million
3. Solid Waste Management
Equipment wash pads - $5.3 Million
Manchester Road Garage - $5 Million
4. Transportation
New transportation facility - $4.5 Million
5. Mosquito Commission
Helicopter storage building - $5 Million
2010 Ocean County Transportation Program Projects
6. Morris Boulevard Bridge Replacement, Stafford Township - $1.8 Million
The scope of this project includes the complete replacement of the existing 3 span concrete/steel bridge built in 1955 including its deteriorated timber substructure. Along with the bridge itself, the approach roadway immediately adjacent to the bridge will be reconstructed to meet the new profile.
7. Radio Road Bridge Replacement, Little Egg Harbor Township - Radio Road Bridge - also known as Atlantis Bridge. - $4.5 Million
The current bridge was constructed in 1964 and realigned to the east of the existing bridge from 1938. It is 9 span structure, 8 spans at 15 feet each and a channel span of 32 feet. The new bridge would be constructed on the current alignment with a three (4) span pre-stressed pre-cast concrete superstructure and reinforced concrete deck, concrete sidewalk/parapet walls on concrete filled steel pipe piles.
8. Route 571 Bridge Replacement at Rova Farms, Jackson Township - $2.1 Million
Rova Farms is a single span reinforced concrete slab bridge, with reinforced concrete abutment walls, constructed in 1929. This structure unlike Francis Mills is not on the NBIS inventory and is not evaluated on a regular basis. The new bridge will most likely be founded on piles, with concrete abutments, a pre-cast pre-stressed voided box beam/slab superstructure, and concrete parapets.
9. Reconstruction and Resurfacing of Various Roads in Ocean County - $2 Million
The work to be performed consists of the 2” milling and 2” paving with a surface course material.
10. County Route 539 Reconstruction and Resurfacing, Route 528 to Horicon Avenue, Jackson, Manchester and Plumsted Townships - $3.5 Million
The work to be performed consists of the reconstruction of Route 539 from Route 528 to Horicon Ave.
11. New Connector Road, State Highway Route 9 to County Route 571 (Indian Head Road), Toms River Township - $2.5 Million
The work to be performed consists of the construction of a new roadway between State route 9/Garden State Parkway Interchange 83 and County Route 571. Pavement width will be 40 feet with the construction of 2 new traffic signals.
12. Pinewald-Keswick Road (CR 530) Reconstruction and Resurfacing, Dover Road to Schoolhouse Road, Manchester Township - $2.5 Million
The work to be performed under this Contract consists of the milling and resurfacing of Pinewald-Keswick Road (C.R. 530) from Dover Road in Berkeley Township to Schoolhouse Road in Manchester Township.
13. Route 526 Reconstruction, Apple Street to Route 549, Lakewood Township - $4.75 Million
The work to be performed consists of the reconstruction and widening of Route 526 to provide for an additional center turn lane. Included in the project will be the construction of two traffic signals, installation of drainage and the upgrading of a railroad crossing
14. Route 528 (East Veterans Highway) Reconstruction and Resurfacing, Stacy Court to 1200 feet East of County Route 527, Jackson Township - $345,000
The work to be performed consists of the 4 ½” milling and 4 ½” paving of Route 528 from Stacy Court to 1200’ east of the Route 527 intersection.
15. Route 530 (Dover Road) Reconstruction and Resurfacing, Garden State Parkway to Pinewald-Keswick Road, Beachwood Borough and South Toms River - $1.5 Million
The work to be performed consists of the milling and resurfacing of Dover Road (C.R. 530) from the Garden State Parkway in South Toms River Borough to Dover Road in Berkeley Township.
16. Install New and Upgrade Traffic Control Devices at Various Locations in Ocean County - $1 Million
The work to be performed consists of new and upgraded traffic signals at the following intersections: South Main Street and Dover Road, South Toms River; Intermediate Way and Old Freehold Road, Toms River Township; Leesville Road and Freehold Road, Jackson Township; New Central Ave and CR 528, Lakewood Township; Church Road and North Bay Avenue, Toms River Township.
